proxy_sa comes from MTA itself. You friend should try to disable "privacy mode" from NVDIA (Caution: It may wont work if you open Netflix, Disney, Amazon and so on cause of copyright)

Also you can try to delete this file (Copy it to an other folder so if it wont work you cant put it in the originial folder again). Google say that its harmless to delete.
