My GPU doesn't even use 20% and it runs fine. Honestly don't get this. However it might be because my GPU is quite a lot more powerful than yours.

Try to add another 4gb ram liké that you will have 8 bcs Windows 10 take more than 3gb of the rams but your gpu and CPU are good for mta and cs go and valorant
but with 4gb it's hard to have 65fps every where in thé Map. I Hope you will understand me -
